how the sizing is determined is explained in wikipedia

http://en.wikipedia.org/wiki/Shoe_size

Shoe size in Britain is based on the length of the last, measured in barleycorns (thirds of an inch) starting from the smallest practical size, which is size zero.
Reply:I think the British feet measuring scale is in English inches. Most English measurements are based about the human body. For example, the thumb placed down is roughtly one inch across at the first knuckle. Horses are measured in %26#039;hands%26#039; - 16 hands being roughtly the height of a %26#039;hunter%26#039;.

The English yard is half the King%26#039;s height and is measured from the tip of his nose out to the fully extended arm and to the far end of the middle finger of his right hand. The King was six feet tall and wore size 9 - 10 shoes.

Approximately.

Old English measurements have nothing to do with science and came about in a rather haphazard fashion over many centuries.

The English Cricket pitch for example is one chain in length = to 22 yards [approx]. The railways of Britain are measured in chains and not miles. However, the roads are measured in miles.

Just don%26#039;t ask why. Except perhaps it has something to do with the nature of the people - we agree to disagree on most things and can measure how we choose. So be it.

...finally...when they got around to measuring the ancient standing stones of Britain, guess what? Yes, they were all measured in %26#039;chains%26#039;. Then someone came up with the wonderful notion of the Neolithic Yard - not sure how long that is, but about so big, I guess.

Reply:Shoe size in Britain is based on the length of the last (the foot-shaped template over which the shoe is manufactured), measured in barleycorns (thirds of an inch) starting from the smallest practical size, which is size zero.

A child%26#039;s size zero starts with the width of a hand (four inches - twelve barleycorns) and goes up to two hand-widths, which is a size 12 (eight inches). Thus, the calculation for a child shoe size in the UK is:

child shoe size = 3 * last length in inches − 12

An adult size zero then starts at the next size up (eight and one-third inches) and each size up continues the progression in barleycorns. [3]. The calculation for a adult shoe size in the UK is thus:

adult shoe size = 3 * last length in inches − 25
